  • Manage and coordinate all safety and health matters at the workplace and ensure they are in compliance with the DRC legislation
  • Recommend safety, environmental and health measures to the HSE committee to achieve the organization’s KPI’s
  • Based at Kibali Gold Mine, DRC

MSALABS is looking to hire a HSE Officer for its laboratory operating at the Kibali Gold Mine.

 Job Summary

The Health, Safety and Environmental (HSE) Officer is responsible for identifying, assessing, and advising on risks/hazards arising from the workplace or work processes, whether they are risks/hazards to the health or physical integrity of people, to equipment or to the environment; providing recommendations to eliminate, minimize or control the risks and implementing the measures.

Job functions and responsibilities

Health and Safety

  • Manage and coordinate all safety and health matters at workplace and ensure there are in compliance with the DRC legislation.
  • Recommend safety, environmental, health measures to the HSE committee to reach organization’s KPI.
  • Develop, review, and advise the Risk Assessments (RA) and Safe Work Procedures (SWP) on the operational activities submitted in the Permit-To-Work (PTW) system before work commencement in the premises.
  • Conduct risk assessments, internal audits and Incident investigations to all incidents, accidents, near misses and dangerous occurrences events at workplace.
  • Review the existing safety procedures in the workplace and recommend new safety procedures as and when required.
  • Organize and / or conduct daily Workplace Safety and Health inspection and recommend corrective measures to rectify any non-compliance observed.
  • Maintain relevant safety records and certificates required.
  • Work with Lab./Project manager to implement and review the Safety and Environment Management Systems, based on ISO 14001:2015 and ISO 45001:2018, for continual improvement.
  • Advise Management in all matters pertaining to safety and health, including compliance with Congolese legislation and compile and maintain the Legal Register.
  • Ensure that a sufficient amount of Personal Protective Equipment is available on site.
  • Prepare monthly reports on performance with regards to Health and Safety and submit to management.
  • Capture monthly statistics accurately and meet the deadlines provided.
  • Facilitate internal health and safety training.
  • Prepare a site-specific emergency response plan and implement regular emergency drill exercises.
  • Contractor Management which shall include suppliers delivering goods to site.
  • Ensure that all legal appointments are in place and monitor training schedules.
  • Advise management when employee’s health and safety training may expire and arrange for training where appropriate. Update the site training matrix and schedule.
  • Conduct toolbox talks and keep records.

Environment

  • Ensuring that the Company activities comply with policies, guidelines, standards, and regulations on Environment Management.
  • Conducting research and analysis on topics such as environmental impact, pollution prevention techniques, and government regulations related to environmental issues.
  • Preparing reports, maps, charts, and other documentation detailing findings from inspections or research projects.
  • Be the contact person with all internal and external stakeholders on environmental issues
    Generating reports on environment activities as may be prescribed.
  • Educating the staff on environmental issues and compliance with regulations.
  • Investigating complaints about potential environmental violations and conducting follow-up audits to ensure compliance with established guidelines.
  • Optimize use of allocated resources within business activities.
  • Maintaining records of environmental data and samples collected during investigations.
  • Recommending changes in regulations based on findings from research projects or investigations.
  • Conducting site inspections to identify environmental hazards and make recommendations for corrective action.
  • Prepare a site-specific emergency response plan and implement regular emergency drill exercises.
  • Any other duties as may be assigned from time to time.

Requirements

  • Knowledge of Hazard Identification and Risk Assessment (HIRA)
  • Knowledge of Incident Investigation practices
  • Knowledge of legislation and procedures
  • Proficient in Microsoft Applications.
  • Excellent written and verbal communication skills, in French and English
  • Knowledge of a local language such as Lingala or Swahili would be an asset
  • Good organization skills
  • Good analytical skills and the ability to think critically
  • Good public speaking skills

Training and Education Requirements

  • A bachelor’s degree in a health, safety, or environmental field of study
  • HSE Qualification such as NEBOSH General Certificate or equivalent

Experience Requirements

  • 3 years’ experience in health and safety and environment position
